Ohio's Medicaid was "expanded" to individuals between the ages of 19-64 whose income is up to 138% of the Federal Poverty Level (FPL). This expansion was designed to include individuals whose income is determined too low to qualify for the Health Insurance Marketplace and were previously found ineligible for Medicaid under the pre-existing categories. Open enrollment for Medicaid lasts all year long however, if an individual and their family remains uninsured for 3 months or more before applying, they may still be subject to a penalty.
